The vow was stupid, regardless how it is interpreted. However, God was with the man as a notable judge and continued such after the incident So, if he was one of the notable judges of Judges, and he did what he did, I think that alone gives an indication of how bad the rest of Israel was at this time.
Also, the end of chapter 11 said that women danced annually to remember the daughter. So, there was some contemporaneous recognition of how appalling it was.
